In accordance with Art. 71.1 and Art. 72 of the Concessions Act and Art. 43b, paragraph 1 and 43b paragraph 3 of the Civil Aviation Act, by Decision No. PK-1 of 02.07.2018, the Minister of Transport, Information Technology and Communications opened a procedure for identifying a concessionaire and awarding a works concession on “Civil airport for public use Sofia” – public state property. The Decision of the Minister approved the concession notice, as well as the Concession documents.
The concession notice was published in the Official Journal of the European Union under No 2018/S 127-290417 on 5 July 2018.
Sofia Airport is the largest airport located on the territory of the Republic of Bulgaria, which by Decision of the Council of Ministers No 885 of 29.12.2002 was declared as an airport for international traffic services.
In 2017 Sofia Airport served 6 490 096 passengers. Sofia Airport has two passenger terminals – Terminal 1 and Terminal 2. Currently Sofia Airport is managed by Sofia Airport EAD, a sole proprietary company with 100% state ownership of the capital in which the rights of a sole owner of the capital are exercised by the Minister of Transport, Information Technology and Communications.
This concession procedure is initiated in accordance with the Concessions Act and Directive 2014/23/EU of the European Parliament and of the Council of 26 February 2014 on the award of concession contracts.
Registration is required for gaining access to the information and documents published in the online Data Room on the project website, part of the Working space. The information contained therein is sensitive which requires registration. The Concession Notice, Tender Documents, the Draft Concession Agreement and the Concession Justification are available without registration.
In order to register, users should follow the below steps:
Users should fill in all mandatory fields in the registration form;
Once all mandatory fields are filled and the form is submitted, Users will receive an email with instructions for activating their profile;
Users will receive confirmation of registration of the user account by 17:30 (GMT+2) on the following working day;
In case no confirmation of registration is received by the deadline, Users should contact the Data Room coordinators at email@example.com.

The Confidentiality Undertaking must be signed by the person, who will be registered with a User account and will receive access to the Data room through the registration process. In the Undertaking the person should note her/ his name, name of the Bidder / Economic Operator / other User, she / he represents and the rest of the required information in the registration form.
The information in the Confidentiality Undertaking should match the registration form and we would also recommend sending the signed Confidentiality Undertaking from the same email address, which is listed in the registration form, to the designated email for correspondence firstname.lastname@example.org.
